 Deputy Chief Engineer civil and Author, technical and general books, Jagvir Goyal was born in India in Patiala district of Punjab state on October 9, 1958. He received his degree in civil engineering from Thapar Institute of Engineering and Technology (TIET), Patiala in 1978 at the age of 20. As he secured second position in the university, he received many offers to join Government departments as private sector had limited existence in India at that time. He was offered to join Punjab PWD (B&R), Punjab Irrigation and also P&T department directly as Class-I officer with posting at Bombay. However, he joined Punjab Housing Development Board, Chandigarh in August, 1978 and continued to work there for 2 years.
